The Department of Health and Human Services ("HHS") issued a final regulation required by the Health Insurance Portability and Accountability Act to protect the privacy of medical records. At the same time, President Clinton issued an executive order ("EO") curtailing the disclosure of individually identifiable health information found during the course of oversight investigations. |
